Genuine silicone sleeves (e.g. those from Blissfull Creations on Etsy, Vixen, Blush) are very safe. They can be washed and reused as much as you'd like, and can be disinfected regularly through boiling or washing with a 10% bleach solution or 70% isopropyl alcohol / rubbing alcohol (wet and maintain contact for 3 minutes before rinsing).
I can feel some pressure but yes 90% of the physical sensation is gone.

Sleeves don't protect against STDs or pregnancy.
Most cock sleeves are made with TPE (there are some silicone ones out there) which contains oils that break down the condom rather quickly - even if it doesn't actually completely break. Within 5 - 10 minutes the surface of the condom will have microtears that allow bacteria, virus, and semen to pass right through. Additionally TPE is not safe for internal use (on your partner) as it is porous and accumulates bacteria/fungus/yeast that cannot be completely washed away.
Silicone and condoms are fine to use together, but that means you can only use water based lube.
