The material on those handles is not dissimilar to the material most commonly used to insulate wires. It stands to reason that it should offer significant resistance to electricity, assuming it's completely intact and your hand doesn't slip past the coated part of the grips. That's about all you can say. "Stands to reason" is not a standard I would trust my life to.
