The material on those handles is not dissimilar to the material most commonly used to insulate wires. It stands to reason that it should offer significant resistance to electricity, assuming it's completely intact and your hand doesn't slip past the coated part of the grips. That's about all you can say. "Stands to reason" is not a standard I would trust my life to.
It's not designed or tested to protect you from shocks. Will it work? In my experience yes, but I've never tried with anything over 120 volts to ground. Why are you cutting live wires in the first place? Turn the breaker off.
I have an electrastim unit which is less cool looking than violet wand type things but you can get loads of different attachments and the variability of sensations is great
