Yes silicone or true, pure metal (stainless steel or maybe aluminum) are the safest materials. However, be careful as some ‘metal’ plugs are actually a non-body safe metal coated with chrome plating which is also not body safe and can flake off over time.
If you mean the fuzzy kind, many come with small round bases which are not safe.
