Ultraskyn is just another name for TPE. You are correct that TPE does not contain toxic materials but is porous. This means that it can't be completely cleaned and will harbor bacteria that will proliferate.
I've heard that ultraskin dildos do feel quite nice, but you have to throw them away before long because the material is porus and starts to get **moldy**.
My gf and I have not had any issues with any of their toys and we particularly like how the ultraskyn ones are textured and warm quickly with the body
